Naval Base San Diego, the 32nd Street base, is the Pacific Fleet's main homeport, and it sits on the bay between Barrio Logan and National City. That makes the South Bay the default for most families on PCS (Permanent Change of Station) orders. Below are six areas people actually choose, with driving distance to the base, HUD's FY2027 rent benchmark, the school districts, and one honest drawback each. Compare the rents with your BAH (Basic Allowance for Housing) before you tour.

1. National City
The closest suburb, about 2 miles from the base, and the cheapest on this list at a $2,220 2-bedroom FMR. Elementary schools are run by National School District (K-6), and older students go to Sweetwater Union High School District. The Blue Line trolley stops at 8th Street station. Drawback: West National City is part of the county air district's Portside community, picked because residents are surrounded by freeways, rail lines, port and industrial sites. Parts of National City also sit in FEMA flood zones that require flood insurance, per Arrive Realty. National City neighborhood page.
2. Chula Vista: western and Otay Ranch
Western Chula Vista (around the Civic Center Library on F St) is about 5 miles from the base, with a 2-bedroom FMR of $2,590 in 91910. Rome2Rio puts the Blue Line from Pacific Fleet to E Street at about 25 minutes. Otay Ranch (around Otay Ranch Town Center) is newer and roomier, about 13 miles out, at $3,810 in 91915. Both are served by Chula Vista Elementary School District and Sweetwater Union HSD. Drawbacks: parts of south Chula Vista are in FEMA flood zones, and Otay Ranch villages carry Community Facilities District (Mello-Roos) taxes of about $2,800 to $4,500 a year, per Arrive Realty. See What is Mello-Roos?, western Chula Vista and Otay Ranch.
3. Bonita
Unincorporated Bonita, around the Bonita-Sunnyside Library on Bonita Rd, is about 8 miles from the base with a 2-bedroom FMR of $2,870 in 91902. Schools are Chula Vista Elementary and Sweetwater Union HSD. Drawback: it's mostly owner-occupied (only about 24% of households rent, per FairMarketRentMap's census figures), so listings are thin, and Rome2Rio shows no direct transit to the base.
4. Barrio Logan and downtown
Barrio Logan, centered on Chicano Park, is right next to the base and has a 2-bedroom FMR of $2,240 in 92113. Downtown is about 3 miles away, with the Blue Line running from Pacific Fleet to Park and Market in about 24 minutes, but the 92101 FMR is $4,090. Both are in San Diego Unified. Drawbacks: Barrio Logan is in the same Portside air-quality area as west National City, and downtown's rents are near Coronado's. Barrio Logan, Downtown.
5. La Mesa and Spring Valley
Inland East County, about 10 miles from the base. La Mesa (91942) has a 2-bedroom FMR of $2,840; Spring Valley (91977) is cheaper at $2,420. La Mesa-Spring Valley School District runs K-8, and high schoolers go to Grossmont Union HSD. Drawback: the drive, and the trolley isn't a real fallback; Rome2Rio puts the trip at about 55 minutes with a transfer. Summers are also noticeably hotter. La Mesa.
6. Imperial Beach
The cheap way to live by the ocean: about 9 miles from 32nd Street, with a 2-bedroom FMR of $2,590 in 91932. South Bay Union School District runs the elementary schools, which feed Sweetwater Union HSD. The nearest trolley is Palm Avenue station, a bus ride away. Drawback: the ocean itself. Tijuana River sewage has closed IB's shoreline for long stretches; read Is Imperial Beach water safe? before you sign. Imperial Beach.
