The short version

  • The I-15 Express Lanes cover 20 miles between SR-163 and SR-78 in Escondido, with 5 direct access ramps and 16 other access points (SANDAG)
  • Carpools, vanpools, transit and motorcycles ride free; solo drivers pay a FasTrak toll that changes with traffic
  • A moving barrier gives southbound commuters three lanes on Monday to Thursday mornings; the rest of the time it's two each way
  • I-15 northbound south of El Norte Parkway is the county's #3 bottleneck: slow on 171 afternoons in 2024
  • Last Thanksgiving's worst local drive was I-15 northbound to Palm Springs at 5pm Wednesday, 79% slower than normal (INRIX)

The I-15 Express Lanes are a separate freeway in the middle of I-15: 20 miles from SR-163 in Kearny Mesa to SR-78 in Escondido, built in three pieces between 2008 and 2012. They're open in both directions around the clock, and you can get on and off at five direct access ramps and 16 other access points, per SANDAG.

SANDAG doesn't publish a fixed toll table, because the price is set by demand in real time and charged through FasTrak. Check 511SD's FasTrak page for how to set up an account.

The moving barrier

The lanes have a moveable concrete barrier. On Monday to Thursday mornings it's shifted to give southbound commuters three lanes; the rest of the time the lanes split two and two. When Caltrans paused the barrier moves for maintenance from May 19 to June 1, 2026, it warned of heavier southbound morning traffic between Escondido and SR-163, which tells you what the third lane is doing.

When I-15 jams

I-15, SR-78 and SR-163 slowdowns by time of day

Northbound into Escondido is the slow way home. Leave before 2pm or after 7pm, or carpool into the express lanes.

I-15's worst traffic is northbound into Escondido in the afternoon. Caltrans ranks I-15 northbound south of El Norte Parkway as the county's #3 bottleneck of 2024 (171 days, 5.4-mile queue), and in spring 2025 it was #2. The express lanes themselves back up northbound south of SR-78 (#6, 226 days), so on the worst afternoons paying the toll doesn't fully buy your way out. Southbound, the afternoon slowdown is at Balboa Avenue. SR-78 adds two afternoon eastbound jams through San Marcos and the county's only top-20 morning jam, westbound at Nordahl Road.

A lot of that northbound traffic is going a long way: 47,073 Riverside County residents work in San Diego County, according to the state's commute-flow data.
