Where do I park for Balboa Park without paying?
Mostly you can't right now — Balboa Park went to paid parking on January 5, 2026. City of San Diego residents can register for free parking in Level 2 and Level 3 lots; everyone else pays. Paid parking is scheduled to end entirely on January 1, 2027.

The short version

Parking at Balboa Park was free until January 5, 2026. On that date the City switched the park's lots and meters over to paid parking, enforced daily from 8 a.m. to 6 p.m., with nine holidays exempt — New Year's Day, Independence Day and Christmas Day among them.
That one date is why the advice you find elsewhere is usually wrong. Almost every guide, forum answer and blog post about Balboa Park parking was written before it, and they all say the same obsolete thing: that parking is free and plentiful. It isn't, it hasn't been since January, and it will be again — but not until 2027. Here is the whole picture as it stands today.
The three tiers, and what each one buys you
The trade is distance for money. Level 1 puts you at the museum doors; Level 3 is a 12–18 minute walk, or a free tram ride, and gives non-residents three hours at no cost.

This is City of San Diego residency, not San Diego County. Chula Vista, La Mesa, Coronado, El Cajon and Del Mar are separate cities and do not qualify.

The cheapest way in if you're visiting
Non-residents have exactly one free option, and it's Lower Inspiration Point: three hours at no charge, then $10 for the rest of the day. Every other lot bills you from the moment you arrive.
The catch that isn't really a catch is the walk — Lower Inspiration Point is 12 to 18 minutes on foot from the museums along El Prado. The park's free tram departs from Inspiration Point every 10 to 15 minutes between 8 a.m. and 8 p.m., stops at five points across the Cultural District, and has ADA ramps with conductor assistance. So the practical cost of the cheapest lot is a short ride, not a hike.

All of this ends on January 1, 2027
Paid parking arrived alongside a set of new City fees, and it left the same way. On May 20, 2026 the City Council approved a settlement of the litigation over the City's trash-fee ordinance; the deal reduced trash fees and repealed paid parking in Balboa Park outright rather than going to trial and facing ballot measures. Passes are being wound down through the rest of 2026.
